4K is a higher resolution Blu-Ray (as opposed to HD for regular Blu-Ray or SD for DVD).

You would need a 4K TV to be able to appreciate the higher resolution.

As to whether you need a 4K Blu-Ray player or if standard players can handle it, I'm not sure. Or if you can dumb down a 4K disc to play on an HD TV, I'm not sure. Maybe with the right player.
