    Its funny though how the personnel could have been angry with Picard. I mean they don't blame the people blown up by the Borg, or the usual people they assimilate although this was prior to the First Contact introduced assimilation by injection. It seemed unfair, Sisko was grieving but it felt strange that he and Picard remained uncordial.

How did it seem strange? Sisko's wife was killed.

Picard became the literal face and voice of the Borg. To see him back in command of the Enterprise after that would surely rankle some officers.
