    It was a back-up of the Doctor stolen from the aliens and the episode was basically about alternate facts. Their entire society took its cultural identity and justification to suppress others from their history of being the good guys. And Voyager helped the bad guys. Of course it was a 'winner writes the history' kind of thing, so the Doctor's account of what really happened didn't rub off with them well..


    I have no idea why the Borg Queen was back from the dead(Maybe a back-up as well?), but then the whole idea of a Borg Queen never made sense to me at all, aside from needing a villain for the movie. The Borg have a hive-mind. Somebody who is above the hive mind puts the whole idea of a hive-mind and the Borg as perfect collective ad absurdum.

Maybe they started experimenting with individuality with Locutus and liked it. An emissary with a personalized name was their gateway drug to a centralized command structure. Once you start naming folks they get all uppity and want stuff.
