I guess I should start with asking if you think that having extra recources effect your rating of the characters . . . ie does having knowledge 'programed' into you lessen you genius level in comparison to someone who had a "normal" life/birth/unbringing? Does non-human genius count? Anyways here is a quick list, I'm sure you can think of more because your all crazier trekkies than I \:\-D

Spock
Montgomery "Scotty" Scott
Geordi La Forge
Data
Wesley Crusher
Reginald "Reg" Barclay
Julian Bashir
Jadzia Dax
B’Elanna Torres
The Doctor
Seven of Nine
T'Pol
Hoshi Sato
Dr. Phlox

He's the guy primarily responsible in Star Trek history with giving most of the charaacters on the show the ability to do what they do. "Explore new worlds" He's also a drunken mess too.
