This character is, and was, just a wink at the audience, and a way to get Tom Baker to make a special appearance in the 50th Anniversary special. Big Finish don't pay any attention to such details as they will use anything from the series that will sell an audio release. Well, apart from 'Cyber-brig' that is, but he's the exception....
