Impossible to say who he was, but he wasn't the 4th Doctor.

He talks about 'revisiting' old faces, so he was probably a future incarnation who'd just taken the face and form of his 4th incarnation again.

As he was in the 50th Anniversary show, I like to think of him as the 50th Doctor.

Would be a way to have the show finally end, with Him as the final Dr, and cartaking his Dr museum!
