It is very likely the Internet age to blame too, a good 20 years ago when the Internet was new the Doctor Who Appreciation Society (official fanclub) failed to recognise or adapt itself to the possibilities and dangers of this new medium and swiftly became irrelevant as a result.
Doctor Who Magazine is guilty of a similar apathy today, failing to recognise or engage with the wider fandom and refusing to acknowledge that wider fandom and its varied viewpoints and needs.

Another additional point here is that the Magazine traditionally received the direct attention of the Producers - Russell Davies and Steven Moffatt - both were immensely supportive of the Magazine and aside from monthly columns of their own they gave the Magazine access and exclusives to the television series.
Today that is all gone. Chris Chibnall is none of these things to DWM. And so it finds itself without the attraction, support, or assistance of the television series' producer. No exclusives to market, no regular interviews, nothing.

It isn't showing any signs of adapting to what is going on, and traditionally the Magazine has always had that willingness and ability to retrench, refine itself, and appeal to the fandom.

And you can only blame the editorial regime that is embedded there at the moment... \(coffee\)
