I am not at the meetings so I cannot say why but I would argue that being politically correct and trying to achieve diversity are not the same things.
The Doctor has been a man and I honestly think that he should have remained so in all honesty, but there would have been ways that did not disrupt the status quo as much and gotten to the same end.
For instance, my idea at the time was that the Doctor vanishes. He is presumed dead but nobody knows for sure. Since the homeworld is back a Time Lady inspired by stories of the Doctor finds his TARDIS and begins to adventure through the universe and try to make things better. She changes her name to the Doctor in his name.
It would potentially lead to a female Doctor that has many of the same skills and talents (but less refined) for potentially multiple seasons, while not changing things too much.
It would have been a better out for the show because they could bring the status quo back if things went South for whatever reason but lets them keep on the train if it is going alright and gave a spark.
That there would be a female Doctor in that situation would largely be incidental.
The problem is how they went about doing it rather than putting a female in the lead role as such.
Your solution actually makes better sense then what was done, as could have Peter Dr just "vanish". and then could have a female Time Lord seek after him!
Could even had the david tennett dr daughter be the one looking after him!
