It was the Doctor halfway between the Tom Baker and Peter Davison Doctors.

Christopher Bidmead (The writer/script editor who oversaw the change) had the idea that regeneration was the most critical time for a Gallifreyan. But if you were a Time Lord and had undergone a particularly dangerous regeneration, you might be tempted to pop back and just make sure that everything that led up to the change went to plan.

Not one of Bidmead's better ideas, and just how that manifested in the Watcher is beyond me.

So it was like the soul of the prior Dr showed up to make sure the regens went off successfully?
