Theoretically, yes, but that doesn't solve the practical problem of Scotland trying to gain independence. It's like saying it was the driver's fault when you got run over by a car. Your getting run over is really bad regardless of fault or motive or understanding or lack thereof.

According to pollster YouGov, Johnson has a 46% unfavorability rating to 32% positive. That's pretty poor.
