is there any Being he ever encountered comparable to Galactus?

Cosmic beings that 'eat' Planets? I'm not thinking of any direct comparisons as Galactus is very much 'Galactus'.

However there are a couple of rough comparisons the Doctor has indeed faced:

While the Captain was a hoot, he was in no way Galactus level.
But the Pirate Planet was a planet level threat.

I mean he has faced off with threats of similar or greater scale, but the individual he was battling was not the scale of Galactus. It was more the Dalek's were going to end things or planets dying in a war or something like that.

I would agree with Daveym that Galactus is pretty unique in many respects.

In terms of what he does, the closest we got was Omega, in The Three Doctors. The renegade Time Lord was able to utilise a black hole to drain Gallifrey of it's energy which, if unchecked would have led to the death of everyone on the planet.

In terms of sheer power, there are a couple of potential candidates.

Azal (The Daemons), Kronos and other Chronovores (The Time Monster), Sutekh (Pyramids of Mars), The Black Guardian (Seasons 16 and 21), The Eternals (Enlightenment), The Gods of Ragnarok (The Greatest Show in the Galaxy), The Beast (The Impossible Planet) and Akhaten (The Rings of Akhaten) are all ancient, immensely powerful beings, the full extent of which we probably haven't yet seen.

Depending on what view is taken of Galactus he can be either seen as a succubus, a galactic parasite who feeds on entire worlds, or he is a part of the Universe's natural order - his place in it is to weed out inferior worlds and thin out natural selection. A force that exists to test developed worlds and force them to rise to his challenge, Survival of the fittest.

There are numerous cosmic entities in the Doctor Who Universe, but nothing that is a direct analog of Galactus. So the closest candidates have to be entities who go after planets for their life-force, parasites like Axos and The Great Vampire from 'State of Decay', cosmic beings like Akhenaten and The Fendahl.

Wonder if there would be interest in a story that had gaklactus coming into His universe, and seeking out his world to devour, and the Dr offers himself to be His next herald, ala Norrin!

Yes, and has even been called a god himself. He for sure acts on scales and through means that would basically be considered godly. It is like the first Thor movie with magic and science being one in the same and so on if advanced enough or the famous line it was stealing from.

I mean in terms of power Galactus should be vastly more than the Doctor could battle, but the Doctor would find at least a somewhat reasonable analog in Reed Richards and his dealings with Galactus.

Although the Doctor is generally more jolly than Reed is unless he is angry, which he may be.

I doubt he likes a being like Galactus, but the Doctor's nearest face off in terms of power that I can think of would be against the devil in the Impossible Planet/Satan Pit. As it was a cosmic level godly entity.
